Exchange of experience, AGSL South and Uva: visit to Land Registrar Offices in Galle and Matara

UNDP ART GOLD Sri Lanka (AGSL) organized an exposure visit on 7th and 8th of September of Land Registrar Officers from Uva Province to the Land Registrar Offices (LRO) in the Southern Province.

The Uva team visited the LROs in Galle and Kotapola which were recently modernized w
ith the assistance of AGSL. The modernization of the LRO in the SP was very successful and is now expanded, upon the request of the local authorities, to the Uva Province.
The Uva delegation consisted of one Land Registrar, four management assistants from Badulla and Monaragala LROs and was accompanied by the AGSL UP team. Mr. Chinthka Fernando, who developed the computerized system and the software first in the Puttalam LRO to record revenue transfers efficiently and who was introducing the system in the SP, participated as a resource person to guide the exposure visit.
During the visits the participants discussed advantages of replacing the manual system and the Land Registrar Officers of Galle and Kotapola explained how far they have been able to advance with the new system. They explained the current situation and highlighted many advantages of the newly installed software as for example: LROs had been able to trace illegal transferring of deeds (from which LROs lose large amounts of revenue) and they increased efficiency in revenue collection and maintenance of proper records/data. However, the drawbacks and the areas to improve in the software and the implementation of the system were also identified. The lessons learned in the SP will help to implement the project in the UP in a very smooth and efficient manner.
