The AGSL first year Action Plan builds upon the achievements of the Preparatory Assistance (PA) phase and is an outcome from the participatory planning exercise conducted in all three districts of the Southern Province. In line with the overall ART methodology, AGSL works at three levels: local, national and international. AGSL combines interventions with tangible results at the grass rout level with policy interventions at provincial and national level. The aim is to upscale best practices and valuable experiences and thereby introduce best practices and inform the policy making process at provincial and national level. At the international level AGSL promotes the involvement of international partners for them to contribute in a concerted way to the development of the Southern Province.
Local Action Plan
The Local Action Plan comprises interventions in 15 Pradeshia Sabahs prioritized and additionally ensures the consistent implementation of activities initiated during the PA phase; not all being located within the prioritized territories. Another distinction can be made between localized projects that are mainly concentrated in a specific PS, district interventions (e.g. Pre-hospital Emergency System – Galle District) and provincial ones (e.g. support to the formulation for an early childhood development strategy in the Southern Province). Besides the already formulated projects in this AP there are a number of initiatives which are still in the evaluation and formulation stage.
National Action Plan
The objectives to be reached by AGSL at the national level are two fold: first, provide guidance and channel support from the national level to the initiatives carried out at province level, and second, strengthen the capacities of national stakeholders in the programming and management of local development so that international cooperation resources may be organically channelled into the provinces and other local government entities.
AGSL foresees the implementation of various national level activities based on successful experiences. Initiatives such as e.g. the establishment of the Pre-hospital Emergency System, the Early Childhood interventions and the LEDA establishment shall be supported by national level events aiming at disseminating best practices and exchanging experience with other provinces.
International Action Plan
The objectives to be reached by AGSL through its international level interventions are geared at exploiting international opportunities in support to local and national development. Activities carried out at the international level will be facilitated by UNDP ART International through its head office in Geneva and the various decentralised offices, mainly in Spain and Italy. The international activities within the AGSL framework will assure that i) national and local stakeholders take part in international events to spread the culture of human development, ii) ART International expert missions in support of technical programme components are carried out and facilitated, iii) SP and/or specific entities/institutions are provided with the opportunity to participate within and contribute to international networks, iii) decentralised cooperation partnerships are established between regions/municipalities and the local communities of other countries, iv) the involvement in international thematic networks (such as IDEASS, Universitas etc.), is facilitated.
